Maker unknown, probably UNITED STATES, c. 1900. Graham deadbeat escapement, 1/2 seconds pendulum. Harrison style maintaining power. Fine rate adjustment through bevel system attached to upper suspension. Designed to drive a dial from both front and rear, a.k.a 'double dial' layout. This can be clearly seen in the second picture along with it's twin. 5"w x 11.5"h x 5"d (7" at base with mounting holes).
